New $61M Bartlett Development to Bring Luxury Apartments and Retail Near Memphis

Bartlett is set to welcome a new luxury apartment community and retail space on land once considered for a Hy-Vee grocery store. Louisiana-based Stoa Group will invest $61 million in The Waters at Bartlett, a 25-acre mixed-use development located at New Brunswick and Brunswick Roads.

The project includes 312 high-end apartments and 25,000 square feet of commercial space in Bartlett, adding new housing options and retail opportunities. Average rents are projected around $1,800 per month, aimed at younger professionals who prefer luxury apartment living near Memphis over traditional homeownership.

The Bartlett Board of Mayor and Aldermen approved the project in a 4-2 vote. Once complete, it is expected to generate about $250,000 annually in property tax revenue for Bartlett.

Stoa will cover $3.8 million in upfront infrastructure improvements—including sewer upgrades, creek management, and road realignments—without requesting city incentives. Construction is expected to begin in early 2026 with completion targeted for 2028.

This announcement comes amid strong demand for new apartments in Bartlett, following the success of Union Depot and its upcoming expansion.
